Yes a good flash and eeprom are nescessary to power on a receiver....

Ok! so it has to be the flash cause I checked the eeprom and get 5V at Vcc, chip enable, output enable, and byte mode/ program supply pin. All data and address pins showed positive voltage.
indi, the 502RB requires a 42 pin programmed eprom. Why can you not exchange the working programmed eprom with the suspected flashed one? Or take the good working eprom and stick it in the second 502RB ird and test by process of elimination. Let us know your results.
