refreshing tiers on makaveli no tier drop?

1) Open ExtremeHU
2) Click "Tools"
3) Click "Date Conversion Utility"
4) Enter desired expiry date, click "=", get new date code
5) Open Makaveli act hex (notepad) - or other act script
6) Edit the date codes for each tier, and SAVE
NOTE: If you're running Windows XP, you can click "edit", then "replace". There's a "find what" box, and a "replace with" box. Enter the old date code, then the new date code. Saves a hell of a lot of typing.

I have the Makaveli Tier lock (02/05) and Makaveli Supreme Act (12/14). Supreme Act went X721 a few days ago. The Makaveli Tier lock instructions include the following:
1. Clone any good or bad bin to card.
2. Go to card and click on write and write Makaveli Act hex to card
make sure you check add tier and check guide byte
3. Go to card and click on write and write locals hex to card.
4. Go to card and click on write and write usw dsw hex to card.
5. Go to card and click on write and write Makaveli Tier Lock hex
to card.
The locals hex isn't included in the Zip file. I tried using the locals hex from Supreme act and the card wouldn't glitch. Couldn't clean it afterwards so I unlooped and tried again. Same thing happened.
I have the locals hex files from another download. Before I go messing the card again, is there something I'm missing here.
Is the tier lock meant to be loaded on top of Supreme or as a new bin to the card?

Makaveli is a talented script writer...but I'll be dipped if I know how this works. "Write a good or bad bin to card".....
If there's no NO745 code in any of these hexes, I don't see how it would work any longer than it takes for your funky bin to go 744/745....
It instructs you to check this and that, it's got 3-4 add-on hexes, a USW/DSW hex ( you should apply the DSW update only)....a tier lock....looks like a hash magnet and a half... I read a thread on this tier lock at another site...a couple of folks said it works, the rest was a mess of 711/721/744/745 headaches.
I'd try this....
1) Apply a GOOD bin
2) Apply Makaveli Supreme act script
3) Apply DSW 0006 update hex
4) Apply appropriate locals hex
5) Try Mak's tier lock - see what happens. If you get a quick 711, reapply everything and leave the lock off.
