I have read others stating they wouldn't put a lock on a 2700. Can anyone tell me why?

no idea , i think it would be foolish not to put a lock on a 2700 , considering how easily it's done , compared to a 3100 .
i've got a pair of 2700's one with a 3.5 lock and a 4.0 lock and both work flawlessly with bev . :)

For dish its different. the 301 that have p200 up have lock detect and it gives the error 155 every 2 min. I think it might be the same on 3900 and 2700 with newer software. But you could put older software on but you lose channels that way.

To answer your question, 2700's have only a single 512kb TSOP. They all have the jtag port cutout on bottom of casing which makes for easy access and easy reflashing when necessary. A buffered jtag is not necessary either. Therefore some ppl would rather not install a d/lock and easily repair from ECM with their jtag.
