7FFE0084 , 60 then D0 will unlock sector 31, not really nescessary tho as that sector does not get any new data when a nozkt flash is written, you will get an error if you don't unlock and erase it but it will still work fine.

SA31 is a checksum and that is why it does match the nozkt binary file when you did a HEX compare..

don't worry about erasing SA31..it is well documented that in some of the flash chips (not all) the manufacturere lokced that address probably to protect the cheksum..the Intels are NOT all locked depeneds on which one you have..and this is alos true of the ST-29W chip..despite what they say, NOT all of them locked SA31..I would estimate about 75% are locked maybe less.but it does not matter either way..its a meaningless sector for NOZKT purposes.

It makes no difference to the operation of the receiver..just let it erase 30 sectors..about 98% of the flash and disregard the "flash NOT blank" mesaage

i am surprised your search did not turn this up since its been well documenetd here and in fact everywhere.

your flash is erased enough write the NOZKT bin and its done...you will know its working because if it does not your receiver will go ext 745 within 2 minutes if its fails the ZKT test...it it work for 2 minutes with in invalid CAM ID then your gold.
