i think you have to use nagra2 for an ne2 file. not 100 percent sure though.

If you Click on the Data Tiers Details Tab, and then Right Click in the Window beneath. Select Easy PPV Creator. Make sure you have the Latest Tierx.lst file for the Regular Tiers. Use Xcel3.6 to Read and make changes to the Rom2 Image. Save the Changed Rom2 Image and use Nagraedit3.0 to write the saved Rom2 Image back to the Rom2. I refrain from using Xcel3.6 to write the Rom2. History of looping Rom2's during Write.
You could also use one of the other Tier Generator Programs out there, Minirtm, TCFD, etc.

A ne2 file is for Rom2 Cards. A ne3 file is for Rom3 Cards. The ne2 or ne3 does not refer to the Version of Nagraedit.

With the exception of a rom2 at rev54 I have never had xcel36 loop a rom2 cam. Eailer versions of xcel below 36 looped them on almost a regular basis no mater what rev the card was at.
I always use xcel 36 for rom 2 cams. It's eaiser to change one or two parts of the info. Like camid, boxkeys, or even add or edit a individual tier.
For rev 54 rom2's. create a clean rom2 rev52 image and write it with NE. After that use xcel for any further changes. Or if your worried about xcel looping your cam. Use a clean rev 52 bin. Edit info and add tiers then save it and write it to the cam using NE.
