emulator/data logger

There is a emulator/data logger on sale on milli's storte for $22. If i bought this card would it possible to get bell express view up and running with an old computer as the emulator, a jtag cable, a 2700 reciever, and this card? If so i think this may be a very cheap method of getting started? If not, what is the card for?

data logger is for people that know how to read emm code. reading code is necessary to create blocker codes. data logger can't be used to watch t.v.
