OK, Lets get you going. First, It sounds like you have more than one Jtag interface, So I am assuming this is not the problem. Might be simple, But have to ask, Is the receiver plugged in while you are trying to read, It must be to read it.

King037 with a 2700 you should have no problem with a pogo pin jtag end. Why modify the phone jack? You could solder to the pads . Remember you must have a good ground.
