I understand tha dave loaders won't work for charlie because of the crystal, but can and older dave loader program the atmel for charlie emu- which could then possibly be taken out of the loader after the flash or programming and then inserted into the atmel socket in the internal or external max/mel interface.

My thoughts are that the crystal does not come into play when programming the atmel. That would keep me from having to build an atmel programmer !

Thanks in advance for any feedback!

I had to build an atmel simple programmer for that, I did that months ago
You'll probably find the info how to build a simple programmer in a search.

built the simple programmer for the 2313 from m24c to flash my atmel - it calls for a 25 pin connector- jeepers does not have an option for the 2313 but works through the lpt port -

xpflasher will load the 2313-380 flash but only works through a com port

a- is there a wiring conversion from the 25 to 9 pin that would work with this programmer ?

b- is there an earlier version of jeepers or another program that will flash the 2313 through the lpt port ?

or is it possible to flash the atmel through the emulator in the serial port ??

on m24c.net there is a program, fbprg or something to that, it will read/write to a 2313 and has schematics for the 25 pin parallel port programmer, very simple to breadboard or build. The site also has the hex files you need for emulation
