Flash error?

I have a 3100-010 I'm trying to flash 22 and 23 with tsop from the bank. I'm using a quad jtag with the read/write jumpers, it doesn't seem to matter what I do in jkeys I get (error performing flash write request 0x60000001). If I use wall I can flash 23, read boxkeys and build, bootstrap ok but software and model are yyyy. My question is what am I doing wrong?

Take that tsop image into flashedit first, See if its a public dump, You prob need to edit it for ird and boxkeys anyway, save it and then reflash. Do not unplug the ird until a full flash is reloaded. You need to delete the flash first and then reflash. Keep your jtag cable short, long ones cause errors alot. Set your jumper on the quad jtag to write. If you get errors part way into it, You can flash one sector at a time also until all sectors load without errors

Tried everything you said, even 1 sector at a time but still get error at offset ox60000001. Anybody I can send this to for repair??
