May have to put the receiver in boot from link mode.

This is done at least in the DN 301-013 by shorting
pin one of the jtag port of the receiver to ground
(case of the receiver makes a nice ground). Then
hook up the jtag and read and write normally. Receiver
power light will not turn on. This is normal

This will get you in but if Bev is the same as
DN's newer 301's it will have sections of the
TSOP locked not allowing writing. For this
you will have to add a mod to supply a 12
volt DC supply to the TSOP allowing writing
to the locked sectors. I have only seen this
on the newest single 4 meg TSOP units.

Or you may have the wrong jkeys. You should
be using 2.9.9 for the newest single 4 meg
TSOP's. 2.9.9 will not auto detect you have to
select the proper model and type of TSOP
before reading or writing.
