dish 3900 and ROM 10

Got a Brand new 3900 with ROM 10 from dealer. never put in the system.

Could I start testing using this system.

If I get a ROM Programmer , A JTAG Programmer , and Private Blocker subscription do I still need to use a digital lock.

is there any precaution I need to know about. Can I turn on the system with the card in, or I need to JTAG it first.

I would appreciate any response.
