Dave programs cards by the signal, not the phone. Only thing the phone is for is to let him know how many PPV you have watched.

I have a friend that just got 5 IRD's done and two little DTV Chinese guys showed up and they could care less about the phone lines ...

But that is what they say on the web sites " must have a phone/land line hooked up to be activated "

All I know is I am watching a Preimium Sub :D
