2700 problems

Hey guys, I got a 2700 that will not take any stream updates. I have programmed the card with current software that works in all other receivers fine but in this one everytime I change the channel it says that I am not authorized and to wait or channel up and down. If I wait it comes in but it takes 5-10 seconds everytime I change the channel. I don't know what the current firmware should be but this reciever is at E355. Is there a way to manually update with a jtag? If I erase SA5 it will not uddate ( I left it for 24hours and nothing). I would have just flashed with new tsop but can not find one anywhere that will match this build config.

Also there is not digital lock installed but I think there was one installed before( I can see solder points that are not original on the board)
