Jtaging 2700 and getting 0x00000000?

I have teted the Jtag on a dss reciever and it will read the Stchip, but when I try to get the box keys for the 2700 I get all 0's? Can anyone tell me if they have had the same problem, and how they fixed it. I have made 2 jtags already and I get the same results. Any help on this would be great I have been going on this for about a week to try and figure out what is wrong but nothing yet. thanks

Check all connections on jtag and box, and ground pin 1 on the 2700

still getting same results. when I ground pin one it reads 0xFFFFFFFFF? I built Chupys jtag with voltage regulators and have 5v or 3v to choose from. I have tried it on the dss 430 and it reads but not this one? I just can't figure it out??

Now your getting 0xFFFFFFFF so you know to leave pin 1 grounded. Now check and make sure the pins or wires from the jtag are on there correct pads on the ird.

I followed the 2700 pin out on the reciever and still nothing. I thought that if yo got f's that the jtag was not even reading or recognizing the reciever?
