2700 black screen - no signal?

I have a bev 2700 that was found in spring clean up. It has no signs of lock ever installed. There was marks on the jtag pads. It had black screen at all times, It won't even give me system info or searching for sat signal, just black. For more info it is a build COAD so I reflshed with a COAA build (I changed keys and IRD).
This did not help so I reflashed again and made a new virgin eeprom in flashedit2 (not sure if this was done correctly). Still black screen when left in stream on or off for hours.
Any help would be appreciated I would like to save this ird. If anybody has a TSOP and EEprom that will work I would appreciate that as well to give it a try incase the one I created was wrong.

Look at the circuit board, Check out the ic chips, I have seen many of these with the chip pins all corroded and do this. Only the first 3 letters need match on builds so you should be fine there. Try deleting sa5 and restreaming it.

Thanks birdiemod, There was no corrosion but if I pushed on the chip, picture would appear. I used magnifying glass and could 2 legs on one side and 3 on another that were not making contact. I will resolder and let you know.
