Letter from charlie?

I have a lot of freinds that got a letter from DTV and had to pay $3500 and are know out of the testing forever.Is it possible that dishnetwork is going to start to do the same thing?I heard that they do not go after the end user like DTV does,just the makers and programmers of the stuff?

Just curious, how does Charlie deal with testers? ECMs' them to death, or at least their receivers? But on a more serious note, what do they do to end users? I know Bellvu goes after manufacturers of boards and equipments.
