I found on e**y where someone has rom10s for sell. It is coming from UK. and was used w/nagravision system. Claims the card is the same as dish but w/different logos and will work w/dish systems. Is this true? If purchased, what, if anything special has to be done w/card. Also claims its open, which is good; right or wrong. Pls. dont bust on me too hard as I'm a newbie and just trying to learn.

open rev 16 = good
uk same as dish ?
ebay = crap shoot
if purchased and compatable with dish you need nagraedit and a progamer
a good blocker and your box keys.

I have heard they use these as one time prepaid throw away cards, I have never seen one

Rumor is the sellers get positive feedback, If it's really cheap I would try "One" and see. Only advice I can give on this.

YES, open Nagra cards from the UK work great on systems in the USA.

YES, there are great people and great deals on e-Bay.
The key is to check out sellers' feedback, and to establish proper communicate with sellers before buying.

I can't speak to the UK cam's working here but you can get a good cam from ebay. I'm not a big ebay fan but a guy I know has gotten 10 rom 2's from several sellers. Not a bad one yet. He always checks the feedback before even bidding as suggested by others here.
