I subscribe to digital cable tv does anyone know how reliable web sites are offering descrambling filters and if so what site please

I ahve heard that the filters are pretty much worthless. I have also heard that I belive if you have time warner cable there is a mod you can do to the reciever. Let me know if you would like more info on this.
