301 won't update

I have had endless problems with this ird in the last few days. First the power light will not stay on. COmes on for a few seconds then goes off. The only way to get the light back on is to unplug and plug it back in again. So, I reflashed both tsops as well as the eeprom with virgin. Then hooked it back up to stream update and light flashes for hours. Doesn't seem to be updating. I have no locks installed. Checked the voltage out at the rg6 and have 19V. I have tried the card in and out, neither make a difference. I have tried flashing the tsop with other known good ones and it does the same thing (light comes on then goes off and doesn't come back on.) Any help would be appreciated beyond belief!

I would hook it to tv and hit system info on remote, See if it displays the info screen, Sounds like it's been ecm'd to location ID 0000001 from how it is behaving.
