Can unlock ROM 10 but not Rom 3?

I've been having a lot of trouble with Rom 3 cards. I have two Rom 3's one is at 372 and the other is at 381 and I can't seem to get them to pop with any unlocker. I think I've tried every unlocker and bugbuster out there on these things and they won't do anything. They're both from formerly subbed systems and hadn't been tampered with before I went at them. I was beginning to think it was my iso programmer, but I can unlock and program Rom 10's all day long. Anyone have any ideas? Did I just have bad luck with a couple of stubborn cards? Could it be possible that my programmer somehow can work better with Rom 10 than Rom 3 's?

Have you tried using rompukev4 I kept getting backdoor closed and everything I tried wouldn't work until I downloaded rompuke and ran it. I let it work awhile and then it finally opened. You can find it in the download section. Good luck.
