r79 grounding !!!!!!!!!!!!!

If I remove the r79 resistor and groungd out one pin will this help in reflashing the tsop .I have had no luck reflashing so far and read this in a 301 how to . Will this work on a 4900

R79 is connected to pad 1 of the jtag port. Same thing. Ground pin 1 on the 4900 and do the unplud replug in ac power and into flash proggramming on 4900 also.
