Un plug sat feed go to sys info screen on your IRD and see what rev the cam is at, and if it is yellow put it up for awhile.
if it is a open cam and your getting that error your card is upside down in loader or the cables are bad or com port is not working,
could even be not enough voltage to the programer or using the wrong programer.
has to be 3.68Mhz
