7816 compliant 3.68 mhz iso is perfect.

Locks are up to you. Echostar ecm's receivers, If it's a receiver that is easy to reflash then lock is no biggie, If it is a unit that is more expensive or hard/cannot reflash to ecm fix, You will probably want to protect it with a lock then.

Buy from Mili, I bought a 3.68 mhz programmer from Mili and it works great, hasn't let me down yet. He is offshore in the bahamas which do not have the piracy laws like the US and Canada. He is the safest guy to buy from on the net in my opinion. Also, if you have a problem with his product, he will not rest untill it is resolved.
