can't restore TSOP

I am trying to restore my TSOP with a backup.. In jkeys, I have done the Full erase, now ready to program, when I click on the "Program" button all it does is it puts 4 zeros in the "Data" field (just below the "Address" field) and nothing else happens... What could be the issue here?
