Check your Jtag connections and try resetting the IRD by unplugging it and replugging it.

I left it alone for about 20 minutes and started over. Everyhting is working now. Sorry for the post, it just didn't make any sense and I have not seen anyone wiht that error before. I thought that I might have fried the reciever. But all ended well
Thanks for the help

Am getting that error on my 2800, verified all connection. Ive tried fixing this receiver for 10 hours now after the ecm and it keeps getting worse. First I tried erasing the proper sectors but it wouldn't reset (tried several times). Then tried doing a fully restore TSOP and it wouldnt let me program my original backup TSOP. And now i get that message when trying to read the receiver.

Try a different printer cable...Worked like a charm for me

that is strictly a connection error, something is wrong with your solder conns, wires too long, or if your using pogo pins...bad connection.
