dial tone generator question

I get the nag to buy PPV and Adult. Magic Crad running smooth with no PPV. I am using magic card camless rom 3, if a dp301.013 can be tricked into thinking their is a dial tone their, would it then allow for the purchase of the movie. The enclose circuit works with the few receivers listed, the schematic is listed in the downloads under schematics section.
