What causes loc id 0000001?

What causes id 0000001 on one receiver and not on another? Both 2800's both same atmega program. Could it be the cam number?

The last ecm targeted ppv strings/blocker code.If the ppv string didn't jive,a 0b tier was written to the card. Bingo.

I understand that but the new atmega pfg file that I am using is working fine in one receiver which means that the PPV strings / blocker are correct. However why would it cause id 0000001 on the other receiver?

Everything else was identical?
Both in stream at same time?
Both in stream same length of time (there is a theory on another site that one of the many recents involves a timer on channel string)?
Box keys and ird number same?
Same firmware version?
Hooked to stream via same dish?
Both/neither softlocked, tsop locked, eeprom locked?
