I have had the same problem with my buffered Jtag and 9 out of 10 times, my ground was not getting good connection.
Directly behind your Jtag port on your 3900 there is a circular indentation with a little nipple (threaded screw) sticking up in the middle of it. Place your alligator clip of your buffered Jtag on this little screw for a good connection.
Pull up your Jkey program plug in your IRD and hit the "Detect" button and you should get your 3900 info popping up.
Of course you must be on the correct Com port to make it work.
Try the Com1 port in preferences, which is the most widely used.
Good Luck..............˝pt.
