Help changing provider id from 40 to 00

I can't unlock this card because the provider id is 40 and the sorry niagra don't indentiy this provider. Somebody could help with this.

If it is a real a23 it cannot be unlocked at this time. A card with a blocker that spoofs to a23 can be unlocked. I do not know about the provider id #. A23 is the problem.
That does look like a blocker spoofed and you may be lucky and get in it.

It depends on which blocker is on there if any.
