missing locals

im in toronto and trying to recieve buffalo locals..i use rtm but still cant get them i also changed blackout to 08 and still nothing..am i missing something

I am also in toronto with 110 119 and am trying to get Nashville locals. If you figure it out please tell me how to get locals.

i dont think your going to get them..there is the spot beam thing..i select buffalo in tcfd..change blackout bite to 08 ..they work for 10 min then diappear..im stumped..i know buffalo is in spot beam so what else is there?
