I'm no DISH expert but I believe that A20 and up are locked.You may need to get it unlocked by a dealer.

dealer has to unlock any rom10-rev20 and up.no public freeware out yet.sorry.

You may want to remove the cam ID from your post. Especially if it's a sub or former sub. DN can look up that number and find out
who owns or did own the receiver it goes with.
