What program are you using , Nagra Edit ? The rom 10 is A23 which means one of 2 things, it is streamlocked and currently unrepairable or it has a blocker on it that spoofs to A23. So focus on the rom 3. In Nagra at the top you have to choose the right port in tools, options, then communications.
