Yes. The way the law is written the unauthorized decryption of any signal from any provider is illegal. It is however, illegal for BEV to offer service in the US.

It's not as bad as it is in Canada with people getting busted for using Dish Network or back in the DirecTV days. There's even a sight that allows Americans to subscribe to Bell programming.
