How to map Tyler locals?

I have tried to get Tyler locals to a Rom 3, but can't get them to come in. I have used the latest tiers, I could find, and 45 in the blackout, but it don't work.

here is the patch I used

Tyler TX, Your tier has one digit different than what I came up with for those. Counting backward the 15th digit you have 8, I saw 9 needed here.
