Nybody know how to make a mirt for red lights 2 green???

I'm trying to make a MIRT Mobile infared transmitter. To change red lights to green. I was wondering if anybody had any diagrams or schematics that I could use to create one. If you don't know about them see here:

I don't think there worth that much though so I would like to make one.

With the advent of vid cams being installed at instersections everywhere, it could be a lot more expensive than it's worth should you get caught. Most municipalities have ordinances against such devices.

Neat idea though.....
