Is this dead or what

Bought a Dish 3800 and locked rom3 on my last hunting trip. I was told the receiver didn't power up and it doesn't. Tried to j-tag it, thinking it was hit and may be fixable but it won't j-tag, no power any thoughts. Receivers are hard to get around here and it would be nice to be able to fix it or get it fixed, who can repair this kind of stuff ?(Please don't say Charlie lol). Thanks

Is there any power going into the unit? If so you should be able to Jtag it.

It won't j-tag, seems and acts like there is no power. Before I try this I have a question. If I plug in the receiver with the top off, using a multi-meter, touch the black lead to the case and the red lead to SB60 point I should get 3.3volts right? I know that SB60 is 3.3 volts, but I am unsure how to test for power.
