a good IRD to start with is x700, x800, or x900. most if not all have jtag ports.
whats needed?
IRD
JTAG
and either a programer and card, atmega, or magic card.
I use an atmega, but have a rom as a backup.
you can get an atmega 128 with LPT port programer for around 75 dollars. cheap and easy to use.
hope this helps.
As far as your dish, I am using an old dave dish for 110 and 119 (with sw21)

1. If you do not have a rom card the magic card works well but if you want to save a few bucks go with an ATMEGA-128 (18 or 18.432 crystal) which are still working well.
2. both the 5900 and 4900 are fine to test with but if I were you I would start with the 4900 till you get a feel for what you are doing with the JTAG. (Wouldnt want to mess up that nice PVR ;-)

If you have the one with the three seperate lnb's you should be able to pick up the two satellites (119 and 110 for dish) (91 and 82 for bev) using the center and the one on the right (facing the front of the dish)
also make sure you open up the lnb adaptor and remove the multiswitch.

If you are going to start with a magic card you can get it running without learning the programming first, Just follow the instructions that come with the card and programmer.
Later you can start to add things to the factory program.
For the time being use the factory program do not use the waffer2004.
Remember to J-Tag the 4900 first thing and save the memory to your computer in case you have to put it back in. They can be a problem if the memory is lost.
You can use the dish if it is the kind with seperate wires from the LNB's. Just get a dish sw21 for it.
If it is all 1 piece with the switch built in that is a problem.

My favorite is the 301-10. It works with everything including Plastic, AVR, Magic, Nagra 1 Nagra 2.
It does not need any Vid Mods or Internal J-Tags just a pogo pin and many of them have the hole in the bottom to J-Tag at, If not it takes 20 minutes to cut the hole with a drill, nibbler or small gringing wheel, dremmel.
It is easy to work with, They are a reletivley new design and there are a lot around, they cost a little more but are worth it.
They also get more channels if they have a dual TSOP than my 4900.
If you get a J-Tag and save your flash and run magic camless you do not need a lock or any blockers.

If you can disconnect the wires from the switch to the LNB's you can use it OK.
If there are no wires it will require considerable work and expensive adapters and switches to convert it.
Dish 500 LEGACY or DISHPRO will both work with the 301-10 and you can buy one anyplace at a good price, maybe less than the conversion, it sure is a lot easier than converting. and you can sell the DTV dish to someone else and get some of your money back.

i personally would start with the 2700 receiver it is by far the easiest to program and the atmega 128 it is so simple that i started with them and i was a very very newbie go with the gold atmega and 16 pin programmer the dish im not sure i just use my old single lnb dtv dish now i have a dual legacy lnb

You can not use the one piece DTV head, it just won't work. If you are using more than one or two receivers, find a quad lnb, but not the Dish Pro. It has the switches built in and will work with any dish receiver you have, and will power four receivers. I like the 2700, 2800 series the best, but the .010 is a great receiver also. If you emulate, you can have all the stations you will ever want with any receiver.
