When buying a new receiver like a 3100 from the store does it need to be activated or can I just hook up the receiver to the emulation system.

No need to subscribe, you can find cam id's and find programs to generate ones for you. but find out wether or not the 3100 will need a vid mod if it's new from a store it most likely will. If it does need vid mod and your up to the soldering go for it. Do a search for "vid mod" you will find all the information you need.

You'll probably find the DP301.013 receivers cheaper to buy but as Trixter80 says, it will most likely need the vid mod whereas a DP301.010 or .005 doesn't.
If you do get a DP301.013, I recommend you try to stay away from those that have the AMD single flash chip.....they can be trouble.

you can use a 3100 without the vid mod because bell is always version 010. if you but from a retailer they will want a cc#. after that it's up to you what you do with it. just remember that cc# will go to bev
