I have a ROM 102 card when I use the QCEMU program to create a boot disk the program uses a ROM3.BIN to create a boot disk. Can I use a boot disk created with ROM3.BIN or do I need a different one?

When you emulate, you use whatever come with the pkg, your card has nothing to do with it anymore. That said, sometimes I visit the plastic group, get some bins from them, clean out the blocker (using NagraEdit) , then use them - because they're more up to date (in Rev, Decrypt Keys ...). Also it's important to get the latest compile (build) of the emu program. Flexibility is the main advantage of emulation. Disadvantages: cubersome and noisy.

Forget to say: don't use a rom10 CamID with a rom3 bin & vice versa. That might invite ecm's.

Plastic is the test group that use the smart card like the real card.
Nagraedit 4.0, 4.1 are the latest. It can be found everywhere. Try the dl section of dssftp first, then the archive of KC, Maestra or ID.
