Does anyone know how to re-lock a rom3 card after removing card lock (blocker)

Don't know that one, does it have a built in blocker ? I reccomend Mili's private blocker anyway.

like nbc blocker re-locker for rom 10 there is one for rom 3

Sorry, don't use those. I would buy into Mili's Private Blocker, it works great and he includes tier support (for now anyway).

after you remove card lock when you want to re lock the card just go to code space look to (number of bugcathers) if its 00 change it to 0A. works for me
