301-013 (1-chip) to Bev

Can a 301-013 (1-Chip) with vid-mod be converted for bev. I tried last night by turning on the vid mod and erased sector 49. It tried to update but kept flashing green light for about 45 minutes. It did not up date. So I restreamed it for dish and it updated in about 20 minutes. When I finished I turned the vid-mod off.
So, what did I do wrong or can this reciever be converted to Bev?

Bev has no -013 receivers, so no updates for them are in the stream......won't ever update.
