Not quite sure I'm reading your question properly, but you need them soldered to your DB25 in order for your computer to read the IRD. I used to make my own and then just said screw it and bought one. Best purchase I ever made.

Well I don't think it matters where they go, but soldering them to the IRD may casue problems sine they could move around and short together. It's best to put them on the BD25 and isolate and secured them so they don't move around. Like shrink wrap and tape, then install a cover for the DB 25 connector. That's how I have mine, and I put a male DB9 connector on the other end. THen I went and installed a female on my IRD's (Used dremel to cut a place out) that is hard wired to the Jtag pads.
I have done this with a 508, 501 and 2 - 2800's. I just take my notebook in there attach the DB25 and plug it into the DB9. No fuss at all. Just takes a little time up front, but pays big in the end.

I have a dp301 -10 receiver with no jtag hole cut out on the bottom. I need to find the box keys so I can program my Atmega card for this receiver. I seem to recall reading someplace that I could cut a hole in the bottom and find the jtag connection pins. Can somebody direct me to instruchtions for doing this???

You can take the cover off of the 301 and find the jtag on top of the board, take a few measurements and then you know where to cut the hole in the bottom. I forgot the measurements on mine but I got mine by measuring from the top of the board.

Solder them anywhere it is practical, it don't matter, as long as the resistors are between the computer and the receiver, you'll be fine, much as I dislike simple jtags, they usually work fine.

haven't had luck with it, going to build a bufferd one(but i'm thinking is the computer...)and check if it works.........but thanks anyway! :)
