With the limited info furnished, we can only guess......is the jtag buffered, or not, are you sure it's connected right, how is it connected? pogo pins? soldered to the board??

I figured it out I just used A different version of J Keys -301-13b and it worked. Thanks

I studied those FFFFFFF for some time till I realized there I was using an older version of JTAG that was too dumb to realize that some 508 have moved the needed card info.
