Ok, I trying to figure this all out. Is a PPV patch a piece of code that opens the channels (like if you purchased them) or is it a updated set of tiers so you can receive them to purchase? In other words do you apply tiers than the patch ? Or do you use one or the other? Thanks Jett

It's simple. Download and use TCFD 1.1.8 to create your tiers and PPV strings. This program will create a patch file for you which will include your PPV and tiers in it and also include Checksum Blocker, so no need to patch a seperate blocker on the card.
It's probably one of the easiest programs I've ever used.

The TCFD 1.1.8 that's in the download section here right now is corrupted. Someone needs to upload a new version. Mili, if your reading this, the file called tcfd-ii-v118-full.zip is supposed to be about 1.9mb. The file we have for downloading is only 26k. I have been slow to try TCFD. I finally did and I think that's what I'm going to use in the future. It's got a really nice interface.

I've been trying to use the latest version 1.2 and keep getting an error when I try testing the patch before writing it. This is the line that causes the error !Modify 07 02 04 0F B487666D05EAD1ED74E55BD6252038. Its located near the bottom of the patch. I'm writing it for a rom 3. Seems I cant get anything to work on this card. I wonder if there's something wrong with the card. Every thing I've tryed says error 005 card not authorized to view or purchase this channel. Anyone have and idea??

No one seems to have answered the question though..
If I was to guess, I would say it is like adding the tier to your card, except the tier doesn't go away (expire) after the movie is over, or the event is over..
So unless they change the EVENTID or PPVID, your tier is valid when the reciever checks the card and asks "did the user purchase this channel?"
Please correct me if I am wrong.

PPV tiers are indeed tiers on the card, but they're structured a little differently than a channel tier. To start off, they have a different identifier (0B instead of 08).
The big difference is that they're built around an event ID (that 5 digit number you see at the end of the description of an event when you hit INFO on that channel).
PPV event tiers have a low and a high event ID that you can fill in to open a wider range of events. This was probably done to purchase a block of channels all at once.
The practical upshot is that you can specify the main ID, and a range of a little lower than the event id on channel 502, and a little higher than the event id on channel 539, and you can open the whole bank up at once (assuming you also have the date range correct to show them within).
That's not all of it, but that's the major highlights.
