I have a DP 500 with a receiver upstairs and 1 downstairs. Upstairs only picks up 110 and downstairs only gets 119 both with 100+ signal strength. Are the switches in the LNB bad?

Try switching the wires at the dish end and see if the problem reverses.
That will elininate IRD problems to start with.
