Make sure the JTAG is plugged into the PARALLEL port not a 21 pin serial port, check the port settings in Jkeys, and if still no go unsolder all the wires and start from scratch paying extra attention to make sure you soldered them in the right place. Been there, I though I got it all right only to find out I mixed the wires up and it was not my first receiver either.
