How is this different then the regular (not patched) 269 file?

SrZ, it isn't ! This is 269 , which is a bin file and includes autoroll for public keys. I'm pretty sure it is what "runthat" was looking for. To my knowledge, there is no "patch", as it be. Hope this did fix you up "runthat".
