signal for dishnet in northern alberta

my friend is trying to set up dishnet in Athabaska AB using a 4' dish but is having a hard time finding signal. is anybody up in that part of the province that can tell me where the location is on the compass or better yet if one is close to him he will pay good money to someone to set it up for him. He is now using a fta dreambox that gets bev for now and he used to get dir when it was out on the dir receiver.
