kyocera se47 locked

I have a kyocera cell se47 that i bought on e-bay and it came locked. is there a hak for these so i can get into it . cell provider can not activate if its locked.

What network was it on and which network do you want to switch it to?

it was activated with bell. im trying to hook it up with mts in manitoba. my dealer says that it can be done because they work together.
