Rom 3 nothing in guide please help !!

I am only getting preview 101 and that is the only chanel that shows in the guide as well i am trying to use the file from the public download section called FreeRom 3 was posted on 7-23-05. I have tried the TCFD 2 and always get errors can some one help me with what to heck I am doing wrong.

PROGRAMMING ROMs

1. Open TCFD II.
2. Select testing device (ROM2, ROM3, ROM10, ROM11).
3. Select Settings/Configuration at top of page.
4. Select which IRD configuration you want programmed to your card.
5. Remember that password in bottom left of screen (it will be used to lock your Rom3, Rom10 and Rom11 Cards).
6. If you do not wish to use the included Blocker Check the "Exclude Blocker" setting.
7. Select "Save".
8. Check "Include PPV String(s)" (This will add the PPV File you created in "Add PPV String(s)").
9. Select Channel Packages.
10. Select any other individual channels sets.
11. Select "Map locals" if desired.
12. Select "Dishnetwork" button at bottom.
13. Now just follow on screen instructions.

I have done those steps exactlt and then run check switch and now I got two preview chanels and thats it.

Hit the SysInfo button on your remote control and look @ the bottom of the screen where it says Location ID.

If you see a couple of zeros, come back here and hit the SEARCH button on top....

Look to see if you aint location 00000001 !
if so ,you will have to erase sector ,then restream.
